Unsubsidized Affordable Homes At-Risk Report

Using a proprietary methodology, the California Housing Partnership identified unsubsidized naturally-occurring affordable housing (NOAH) properties that due to their age, location and other market factors, offer rents affordable to low-income households. Notable findings in this 2026 report include:
  • Rents charged for 268,000+ homes  concentrated in Southern California, the Bay Area, and Sacramento and Fresno counties are no longer affordable.
  • 78,000+ homes are at immediate risk of losing their affordable rents, while up to 433,166 are at risk of losing their affordable rents in the near future.
  • 47% of lost unsubsidized affordable rental homes were located in resource-rich areas that are hardest to replace.
