State housing funding agencies recently implemented program changes to prioritize addressing residential segregation and its harmful effects, specifically through the creation of affordable housing in opportunity-rich neighborhoods. This policy brief takes stock of these changes and proposes how the state should refine its strategy to affirmatively further fair housing (AFFH) moving forward by embracing a “both/and” approach to addressing segregation and unequal access to opportunity in California. 

Correction August 22, 2022: An earlier version of this policy brief stated in Figure 1 on page 10 that 24% of affordable homes were in High Segregation & Poverty areas and 36% were in Low Resource areas.
