Policy Brief 2021: Addressing Segregation and Unequal Access to Opportunity in California with Affordable Housing Investments
State housing funding agencies recently implemented program changes to prioritize addressing residential segregation and its harmful effects, specifically through the creation of affordable housing in opportunity-rich neighborhoods. This policy brief takes stock of these changes and proposes how the state should refine its strategy to affirmatively further fair housing (AFFH) moving forward by embracing a “both/and” approach to addressing segregation and unequal access to opportunity in California.
Correction August 22, 2022: An earlier version of this policy brief stated in Figure 1 on page 10 that 24% of affordable homes were in High Segregation & Poverty areas and 36% were in Low Resource areas. The correct amounts are 23% and 37%, respectively. Additional figures in footnote 40 on page 10 and in Appendix A under “Family-Serving” developments have also been corrected.
