Our Story

Creating affordable and sustainable homes since 1988

The California Housing Partnership’s mission is to create and preserve affordable and sustainable homes for Californians with low incomes by providing expert financial and policy solutions to nonprofit and public partners.

The Partnership was born out of the need for a bridge between the urgent needs of low-income renters to protect their homes and the need of nonprofit and public housing agencies to develop the financial capacity to systemically meet those needs. At the time, nonprofit and public housing agencies hardly knew what existing affordable housing needed to be preserved, let alone how to effectively marshal state and federal resources to build new affordable housing. Recognizing this disconnect, tenant lawyers and advocates pushed for the creation of an entity that would support their efforts to keep people in affordable homes by creatively and effectively using federal and state resources to preserve those homes for the long term.

Our dual identity as both a think-and-do tank, combining hands-on technical assistance to mission-driven nonprofit housing providers and public agencies with policy leadership is what sets the Partnership apart in California’s push to provide affordable, sustainable housing for working families, people experiencing homelessness, veterans, seniors, and individuals with disabilities. Today, we are a go-to advisor on all matters of sustainable affordable housing finance in California; a trusted partner to nonprofit developers and public agencies; an expert policy analyst and advocate; a resource for the Legislature, Governor’s office and local governments; and supportive educator for all of the above.

For nearly four decades, the Partnership has supported nonprofit and public partners in leveraging over $42 billion in funding to create and preserve more than 102,000 affordable homes across the state. The homes supported by our sustainability programs have reduced greenhouse gas emissions by 266,000 metric tons. Our policy advocacy has resulted in dozens of laws enhancing affordable housing production, preservation and clean energy programs serving hundreds of thousands of low-income households.
